Try portfowarding or this

Update your firmware to your router if you are using one-I had this problem but i fixed it with updated firmware

If that doesnt work try contacting your Internet Provider because they might be having issues or are taking on too many customers and limiting your internet

There are a lot of posts on this topic. Please read through the forum before posting a new thread next time, but I will post this once again:

Some routers especially Netgears have an issue of spiking in games that connect to a lot of users like Gunz. Try playing in a game with just 1 other person and see if you spike. If you still do then it is most likely your internet. If you only spike in games with more people, it is your router.

I doubt it is portforward, because you would just AE; you wouldn't be spiking. Although if you do have a router, it is suggested you forward the ports (7700-7800).

Updating firmware for routers is a risky business, sometimes they will just stop working when you update, other times it will just cause more issues, but hey, sometimes it fixes everything so do it at your own risk. I'd say do it as a last resort.

Frogger is teh right. Yes it could be port forwarding. This used to happen to me and it stopped when I forwarded. Do you use a wireless connection, because that could be it as well.
