y can i buy ijji coins?

when i try and buy them it says something like

error you have used a previous account or some one is useing that adress already


so why cant i buy the coins

Did you already use the E Mail Account on another Game account before ? ?

If you are using paypal I know how to surpass this.
There is something called : Add new account. ( In paypal )
Click on it, enter a new email adress, set it as primary, edit your E Mail on your game account profile. And voila it works again.
