I am suggesting that new bonuses on parts should be introduced into the game. These are based off of the current game physics and do not require something that changes how the cars work.
+ All Stats (Max 5)
+ #HUV's Locating Device (Max 1) ------ *See Bottom
+ %Chance to get Better Bonuses on Parts
+ %Speed Kept While Drifting (Sounds like a fun Part... Drift down the road, then just slide sideways and you keep going and going and going... Energizer!! XD)
* = Extra HUV Appears in an HUV Instant Call.
Willing to take ideas to add to the collection as well. Also looking for feedback.

I don't completely agree with those but here is my suggestions to yours.
All Stat Max 5 (Perfect but this cannot be paired with another bonus)
HUV locating Device is great too.
Chance on getting better Bonuses on parts, you wish.
Speed kept during drifting, okay people might quit because of that.

I don't completely agree with those but here is my suggestions to yours.

Speed kept during drifting, okay people might quit because of that.
If the All Stat Max 5 cannot be paired with another part, then it would be pretty useless. If it turned into that, I would have to say max 7 or 8. I want it to be as useful as accel bonus parts, or even more useful seeing as they will probably be incredibly rare. Now that I think about it, +4 All Stats would be better as a max. Also the fact, that if it can retain being able to be paired with another bonus, the chances of it being higher will decrease because it will have to roll 2 different times instead of one... If it turns into a bonus that has to be on its' own, I would suggest +7.

Why would people quit because of that part? It is basically saying that your wheels become more slick, so you retain the loss of even greater traction on the road.

Maybe your right about this but while entering a drift, there should be a decrease of speed then while in drift, lose 1 mph per split second. If this makes it more real then you should try drift pressing both keys to drift straight, you will drift long time.(Works in Driver's dome)

Yes there should be a decrease in speed while drifting, but the loss of speed is mainly based off of the traction of the tires. If people get this over acceleration, then their acceleration would be hampered.
As for the all stat one, I know what you mean, but here is my reasoning
3 would equal to a total of 12 stats, which 4 would equal to a total of 16... The reason I think 3 is too low, is because you could only get a total of 6 acceleration max per part... While with 4, it would be 8... Out of a total of 20.
Its kind of like adding stats in Dungeons and Dragons, the more points you get, the more it should end up costing.From 16 to 17, it costs 3 points... From 17 to 18 it costs 3 points... While it only costs 1 point at 10 to get to 11.
As for the better bonuses... The economy is already getting cheaper if you hadn't noticed, besides, if they used these parts, they would be hampering the speed at how fast they could kill HUV's to level. One way it is a win, the other is a loss.

If they implement the realistic drifting into the game, they have to reset all the records. I totally agree with on this one. :D
All stat plus X, I am confused and I will get back to this.
I already know that the economy is getting keeper and if this was to be implemented, it has to be a rare bonus then.
