It's a shame that the toen nearest the server's capital can't get residents because there's no town loaderas to accept them. How are town leaders elected? There's lots of towns with great locations in Athena that could be put to better use.

The towns are released once every two months or if we lucky once every month, I'm expecting five towns to be released next month in march.

10 towns are opened at the moment , look Info>Town nfo>total # of shares.
Only towns with shares can elect townchiefs n those can choose their heads, add residents ect.

so then you need to be lvl 20 to get a share and then be able to join a town with no head or residents? I don't know I've only been playing for 2 days

1. You can not join a town without a head (town chief).
2. You do not have to possess shares to join a town, you only need the approval of the town chief.
3. Shares are used for voting (for the town chief of course) and get more dividends when the town decides to pay.
4. Shares can be purchase through the stock market or from other players.
