To give another user Rep:

1. Click the scales in the lower left of their post
2. Select the Approve or Disapprove bullet
3. Type in a brief message describing why you are giving positive or negative Rep
4. Click the Add to Reputation button

you can only rep people like twice a day. Thats the only annoying part.
