Here is what I recommend:
-1 Beads of Healing (Beads is either 0 or max skill. Lv 1 does NOTHING. Might as well as drop it all together)
-1 Full Moon Bullet (The extra 12 range is not enough to justify the 2nd point. Remember, FMB is unpredictable, can be interrupted by enemy attack, and has long cooldown. You'll rarely use it for knockdown purpose only so Lv 1 is just fine)
+3 Mana Recovery (Anyone who does not max this skill is crazy, I tell ya. This skill is basically a constant free mana; why say no to it? You max Mana Increase yet neglect Mana Recovery? :busted: You had your priorities all mixed up! Remember this Lunia mantra: Mana Recovery >>> Mana Increase. Always! You can drop 1 point from Mana Increase to fill the last point needed for Mana Recovery)
+2 or more Price of Sacrifice (Lv 5 is not enough to refill your mana. End of story. Get at least lv 7, preferably max. Again, remove some points from Mana Increase for this skill)

Belive me, Beads sucks at low/mid level...My battle eir used to have it at 5...
Outside episode 4, antidote is useless
Moon fog's mana cost is really high up there. so....
-1 Bead
-1 Antidote
-2 Moon fog
and
+3 JoG
+1 MP inrease/Concentrate/Deadly Magic Blow
Just my suggestions ._.

moon fog ain very good =.= it misses alot and disapper fast and last long to recharge but it good at some point
dont add to uch skill on fog all all to moon chain! the 12 piece flying UFO !lol jk

It's usually not the damage that people go to for high level Fog, it's the decrease in speed on the opponent getting hit.

Level 9 fog maximizes damage for most efficient cost. With the new patch, the cool down is reduced to 25 seconds. It has a long cool down but also a large dps range. If you maximize it, its something like 4 x 15 monsters = 60 hit x 300 dmg per hit = 18000 total damage + slow effect. It's the ultimate skill for Eir DPS.
(Yes i realize that previous comments were written before the cooldown change, but moon fog is a contender now)
