I just wanted to make sure if this skill has a certain chance in working, because I used it many times and sometimes it works and sometimes it doesn't. If it's true, is there a way to increase the chance it works or make it work all the time? Thanks

Pay careful attention to the range description. While the skill will hit multiple targets all over the place, there needs to be one target at the correct range for the skill to work. In that respect it is very similar to Midair Prison.
