i have created a new profile and i know that my billing address is the same as my billing address with paypal, AND STILL IT TELLS ME THAT I NEED TO HAVE A NOTHER CARD TO COMPLETE MY PURCHASE, it is required by ijji, WHY DO I NEED 2 CARDS ON MY ACCOUNT.\
AND i have 19 ijji conins and i try to buy a hat that cost 9 coins and IT WONT LET ME BUY, WHY????????????

I don't think you've verified you cards on your paypal account.
You've got to get the card verified first (verify your bank account).
