Give more information.
PC specs, internet speed, firewall y/n, router, etc.
For all I (and others) know your problem may be a rat chewing on your power cord... More information please.

Hmm, First try to play with your firewall off. If that doesn't accomplish anything then do "CTRL+ALT+DEL" and kill all programs that you do not need on. Typically there will be under your own name.
Also, in regards to the freezing, does Drift City just stop or does the music keep on playing? What happens to the graphics?
Does this problem happen with other ijji games? Other games in general? (assume internet connection)

My entire computer just freezes, my mouse and keyboard just freezes then I have to press restart on my computer. This only happens to Drift City.

Well I'm about 90% sure it's a conflict software wise. So do try to kill off all the programs that you do not need running, including explorer (only after you clicked "Drift City")
Now I'm pretty sure I don't need to ask.... but you do have your graphics card's latest driver and the latest DirectX right?

Argh, kinda annoying; it freezes while I am racing sometimes. Can anyone fix this problem or anyone have this problem occur to them?

My computer freezes, I can't even move my mouse or anything; the only option I have is to push restart on my computer. Its so annoying.

DC freezed on my PC as well. When it freezed though, instead of restarting my comp, I CTRL+ALT+DEL'd. The game uses a lot of virtual memory, and in the bottom right, an messege appeared saying something like
" your virtual memory is too low. windows is attempting to get you more virtual memory. During this proccess, some applications that request memory will be denied and will not work."
or something like that I'm not too sure. So I restarted my computer and manually increased the amount of virtual memory my computer has. you can get the instructions on how to do this in my other post

Boost your Virtual Memory and Defragment and use CCleaner.
It helps because i play DC on a horrible computer.
