yeah, it goes on to any car. You can take it off and equip it to your other ones.

The only things that cant go to other cars in drift shop is the aero set thing, because it costs different on different V type cars, so I dont think its universal

the TB wing gives 3 boost/speed, whereas the Gt gives 2speed 4 boost

The numbers Tokio presented is true, the two wings give different stats and as Tokio stated, tis true.

Yes you can. Wheels and Wings are interchangeable amongst vehicles.
Wheels add: 1 Speed, 3 accel
TB Wing add: 3 Speed, 3 Boost
GT Wing add: 2 Speed, 4 boost.
