On the city description it says that you apparently have to be lvl 28. So ijji has got to fix that.

lol...? When your in Koinonia, station 4, once you reach level 27, you'll be given a mission that gives you Exp and 70K Mito, they will ask you to meet something ( I forgot who ) I think its Director Green, then he will give you a pass and ask you to go to cras.. o.o
