For some reason every time i try to do this i get a failed mission, even if i'm really close to the HUV that i'm supposed to be tailing? i'm level 14 and it's on the 4th base of the first city, anyone knows why this happens or what am i supposed to be doing to tail the huv?

Alright..the point isnt to be close to him
try the mission again, this time look at the top of your screen at the little bar telling you how far away you are from him..keep that little arrow thing towards the middle, or atleast try to.
keep a steady speed behind him, not too close, not too far..your trying to FOLLOW him, not catch him :)
another tip, if you see a question mark put up over him, back off a little
and if you see a question mark pop up above you, speed up a little :)
you will have a lot of these type of missions :)
