You Give Townership if you are the town chief of any town.
you get town residency by applying in the town hall(and in towns forums in glo0balgoonzu).

Isn't this in the guide? Btw, I'm surprised there aren't any guides regarding shareholding, how subsidies work and such. Most of the crowd Ijji is catering to isn't very knowledgable about that stuff in real life, much less a in game (even though in-game its kind of dumbed down).

Shareholders who own 3%+ of stocks nominate people and vote for/against the town chief. At least thats what it says in the guide.
