I got a coupon for doing a mission (I don't remember which one)...and when I hover the mouse over it, it says something like "SS Coupon" Requires level 5+ blah blah blah...but I can't figure out how to do anything with it. I went to the dealership and looked at a couple of V2 cars that say "coupon required" but it says i'm not eligible for them. I also tried looking at the V1 cars and I don't see any that require coupons. So I can't figure out what to do. :( Any help is greatly appreciated.

you can use THIS coupon only for the omd SS, so go to the coupon manager, get the coupon and buy omd SS for o Mito!

The OMD SS is the only car that ONLY requires the coupon. All the other cars that require a coupon also needs the basic price (eg. Panda = 2000 mito + Panda coupon).

the SS coupon is available right after a mission, so no need to go to the coupon lady, but you could go to the dealership and buy the OMD SS straightaway from that without any money...
on the other hands, coupons are rewarded to you once you have done a certain number of lets say, combos(more categories are viewable when you see the coupon lady), if you have done that certain number stated, at that exact moment, you will see in a location right above your chat box a box saying coupon in it flashing, click on it and you will get a coupon permission thing, you could go to the coupon lady again to see which category you did and those circles would flash indicating what coupon you will get, click on the coupon, and an issue will be marked on top of the circle thing, then, take some money, go to the dealer, buy your car with the money and coupon...
